Current and future capacity development activities of provincial-level public institutions or enterprises with duty and function in energy efficiency

The project aims to survey the capacity of provincial-level public institutions and enterprises involved in energy efficiency, such as Industry Promotion and Development Consultancy Centers and provincial Power Companies. These organizations play a crucial role in implementing the National and Provincial Energy Efficiency programs and promoting energy-saving activities in Vietnam. To ensure their effectiveness, ongoing capacity development is essential. The goal of this assignment is to collect data from these institutions to evaluate their capacity and recommend support for capacity development activities needed to achieve energy efficiency objectives.
To enhance energy efficiency initiatives, provincial public institutions should prioritize stable staffing, invest in specialized training programs, improve access to funding, and strengthen collaboration among organizations to better monitor and manage energy efficiency activities.
- Expertise Development: There is a significant lack of experienced personnel in monitoring and managing energy efficiency activities.
- Resource Allocation: Access to specialized equipment and training is insufficient, limiting the ability to implement energy efficiency measures.
- Coordination and Funding: Limited collaboration among institutions and challenges in securing funding hinder the execution of energy efficiency initiatives.
