
Thai-German Energy Dialogue

The Thai-German Energy Dialogue (TGED), funded by the Federal Ministry for Economic Affairs and Energy (BMWE) and implemented by GIZ, is part of Germany’s effort to promote the transition towards renewable energy internationally. The partnerships combine governmental dialogues with technical exchange with relevance for concrete steps towards improving energy efficiency in the private sector.
Background
International climate partnerships and energy dialogues play a key role in promoting bilateral cooperation and exchange on energy transition and economic development. As part of Germany’s efforts towards international climate action and policy recommendations, such initiatives support actions in three key areas: high-level policy dialogue; business-to-government exchange; and sharing of experiences on technical and regulatory solutions.
As part of their commitment to achieving international energy transition and climate goals, Germany and Thailand has been collaborating on a diverse energy porfolio, encompassing long-term energy policy planning, innovative energy solutions and private sector cooperation. The country has also been a strategic partner of the German International Climate Initiative (IKI) for 15 years.
In 2023, Federal Ministry for Economic Affairs and Energy (BMWE) and the Thai Ministry of Energy (MoEN) initiated the Thai-German Energy Dialogue (TGED) to support both countries’ high-level bilateral governmental and technical exchange, foster private sector cooperation and promote activities on agreed topics.
On 19 March 2025 at the Berlin Energy Transition Dialogue (BTED), BMWE and MoEN signed a Joint Declaration of Intent (JDoI) for TGED, officiating the dialogue and reinforcing the partnership between the ministries.
Goals of the Partnership
TGED aims to provide a platform for both countries to advance their political and economic dialogues, support companies in the energy sector, foster new innovations and solutions, and strengthen economic cooperation as part of a global energy transition. In this regard, TGED leverages Germany and Thailand’s unique expertise, networks and strategic insights into their respective national and regional contexts to foster the collaboration. Ultimately, by engaging with key players in the energy sector, TGED works to culminate ambitious and impactful climate action through strong and trustful partnership between Germany and Thailand.
TGED fosters dialogues and partnerships on key topics related to the energy sector, including:
- Accelerating Thailand Decarbonisation: TGED aligns with Thailand’s National Energy Plan (NEP) to promote energy efficiency and low-carbon industries by engaging Thai and German stakeholders in discussions on decarbonisation and climate action.
- Renewable Energies: TGED encourages collaboration on renewable energy technologies, focusing on agrivoltaics and battery electrification, to explore innovations and partnerships that enhance renewable energy adoption and policy support.
- Energy Efficiency: TGED promotes dialogue among stakeholders on decarbonisation and energy efficiency, with a particular focus on the industrial and building sectors. The initiative shares knowledge and approaches on energy efficiency networks and certification schemes to achieve measurable improvements in energy performance.
- Civil Engagement: TGED promotes the active involvement of civil society in the energy transition and fosters dialogue on key social dimensions, including a just transition, the creation of green jobs, and gender equality.
